The Legal Setting 2 The Government Servants' Conduct Rules, came into existence in January This is issued as a statutory notification invoking the powers conferred under Article of the Constitution. All the notifications issued under Article of the Constitution are deemed to be issued under the Kerala Public Services Act.   Acceptance of Gifts by Government servants.
